As has been done for some time, at the end of each school year, the General Technical Secretary approves the Management Instructions for direct management school canteens, indirect management school canteens, school transport and school cafeterias, which will regulate these resources during the next school year.
These Instructions have the basic objective of clarifying and facilitating the management of complementary educational resources by the agents involved in it: educational centers, territorial headquarters and units of the general technical secretariat.
However, the primary purpose is to achieve a unity of substantive and territorial interpretive criteria and, consequently, a homogeneous action in the matter in each and every one of the public education centers, in each of the territorial headquarters and in the general technical secretariat itself.
With this purpose they are sent every year, remembering that, in accordance with the provisions of article 21.1 of Law 30/1992, of November 26, on the legal regime of public administrations and the common administrative procedure, these are provisions of a general nature issued in the field internal of the administrative organization, through which the higher bodies, in development of the principles of regulatory hierarchy and coordination, direct the activity of the lower bodies and the staff in the service of the Public Administration. In effect, the Instructions are precise orders from the superiors to the inferiors so that they act in the terms required therein, with which they are mandatory reading and compliance for their addressees.
